Nobody is knocking the World Series victory, good on you guys. You can't ick and choose what division you're in, so it's not your "fault" you've spent the past decade in a very weak division. That doesn't mean you haven't had a good team, but the win totals would drop and the records of your divisional opponents would increase in the AL East, likely removing the Cardinals from the playoffs in either world series year.
Tis point isn't to knock the Cardinals and their achievements, it's to point out how the Jays have had some great teams in the past 15 years that didn't get a chance at the post season because both the Red Sox and Yankees went on prolonged runs as powerhouses of talent and payroll. It's not fair to call a team in this situation irrelevant because talent wise, we've been there. And the fan base is there (not necessarily in attendance, but tv ratings and Canada wide interest). ANY team hat had the Yankees and red sox pulling away each year making the playoffs unlikely by July would struggle with attendance numbers after it happening year after year. Stl is a better baseball town than Toronto obviously, but even the Cardinals attendance would drop if they were in the same position as the Blue Jays.
