He will walk because the state screwed up from jumpstreet. ANd some needy woman with no self esteem will end up with this guy because there are a lot of stupid women out there that will get with him for all the wrong reasons.

If there is no evidence, what else can you do? Like I said, maybe put a ban on him getting marriage licenses or something. It would be a unique punishment.
