Many stadiums have done this. "Bark at the Park," I think is the most popular that I've heard.

They should take it further and make rules to benefit the dogs. No one in staff or attendance may interfere with the forward progress of a dog. The only person in the ballpark with the authority to interfere with a dog's whim is the home plate umpire, and he may do so only by taking off a shoe and chasing it off while shaking the shoe over his head. The umpire may only involve himself in extreme instances of dog tomfoolery where people are being hurt emotionally.

Any ball picked up by a dog is blessed and counts as a homerun. If it can escape with the ball before the opposing team's manager wrestles it out of its mouth then it is a grand slam. If a dog wanders into a dugout it must receive pets from every member of the team and treated as an equal and full member of the organization.
